CDA Advocacy Ushers in Insurance Reform Legislation

After vigorous advocacy by the CDA and its members, Gov. Polis signed HB-1070 into law April 13. This bill addresses network leasing practices by dental insurance plans, making it required that dentists opt-in to leased networks rather than their services being leased by insurance companies without their knowledge or consent. Colorado’s network lease law will be the strongest and most dentist-friendly in the nation, ensuring dentists interests are represented without acquiescing to insurance carrier demands!
The new law will go into effect on Aug. 12, 2026. It will apply when a contract between a carrier and a provider is entered into, renewed, or extended, or whenever there is a material modification to the contract relevant to granting access to a third party.

Network leasing sometimes referred to as “umbrella plans” is an arrangement where one insurance carrier agrees to share/lease its dentist network, or a portion of it, with another carrier.
