Update: 2014 Adult Medicaid Dental Benefit

Colorado recently announced that it will seek applications from administrative service organizations (ASO’s), usually private insurance plans, to manage the state’s Medicaid dental benefits. Medicaid will select a single vendor to act as the ASO for both the children’s and adult’s dental benefits under Medicaid. The new arrangement is anticipated to begin in the spring of 2014. Medicaid released a draft proposal for interested vendors in mid-October. The CDA submitted several suggestions to ensure providers are protected in the ASO arrangement, including:
• vendor requirements for prompt payment
• language prohibiting the vendor from requiring Medicaid providers to accept their commercial plans
• clarification on reasons for provider termination
• streamlining a system for prior authorizations

State Board Seeks Volunteers for Anesthesia Committee

The Colorado State Board of Dental Examiners is seeking volunteers to serve on a committee that will review anesthesia permit applications. Volunteers must hold an active permit in moderate sedation or deep sedation/general anesthesia. Volunteers will serve a three-year term on the review committee, which will meet monthly (with one exception). Click here to access a list of 2014 meeting dates (reference the Panel B schedule). Teleconferencing will be available for dentists outside the Denver metro area.

NDC Pedals for Charity!

On Saturday, Oct. 19, a group of CDA new dentist’s “Pedaled for Charity” and raised several hundred dollars for Kids in Need of Dentistry (KIND) and the Colorado Mission of Mercy (COMOM).  They also had a lot of fun pedaling and visiting several of LoDo’s hot spots!

Network with colleagues and get involved with the CDA New Dentist Committee (NDC). Space is still available for the NDC Fort Collins seminar and networking event Saturday, Nov. 9 (7-10 p.m.) featuring “what dentists need to know when working with insurance companies or 3rd party payors.”

State Board Drafts Rules on Opioid Prescribing, Licensure of Military Spouses

The Colorado State Board of Dental Examiners (SBDE) is revising its rules related to opioid prescribing and licensure of military spouses.

The intent of the proposed opioid prescribing policy is to reduce overprescribing and prescription drug abuse. Parallel rulemaking efforts are being conducted by the Colorado boards of medicine, pharmacy and nursing. To view a copy of the proposed policy, click here.

CDA Commercial Airs on Monday, Nov. 11

The CDA is excited to launch a TV commercial to the show the public the benefit of seeking dental care from a CDA member dentist.  Our hope is to also gain new members from this media campaign. The CDA commercial will air on NBC stations throughout Colorado, Nov. 11 - Nov. 22 in the following time slots.

Are you interested in serving on the State Board?

The Colorado State Board of Dental Examiners (SBDE) will have two vacant positions available as of January 2014. The state will appoint one dentist and one public member to fill these vacant positions.  Each appointment will be for a four-year term.  The commitment to serve on the State Board includes participation in quarterly full board, monthly panel and additional committee meetings throughout the year.

Oct. 1 Employer Deadline for Issuing Insurance Exchange Notices

As part of the Affordable Care Act (ACA), all employers must provide notice to new hires and current employees about their state’s health insurance marketplace, also known as the insurance exchange, which will be in operation by 2014.  In Colorado, the exchange is called Connect for Health Colorado.  Open enrollment under the exchange begins on Oct. 1, 2013.

Freebies Given to Providers Valued at $10+ Must Now Be Reported

Effective Aug. 1, vendors must report items gifted to dental providers that are equal to or exceed $10 in value, to be in compliance with new government rules and regulations.  These items include dental/medical supplies, food, entertainment, gifts and travel. Drug samples intended exclusively for distribution to patients are excluded from the reporting requirements. At this time, it does not appear that tax documents will be issued as a result of this regulation, however, all data collected through this process will be made public on a Website.

State Medicaid Program Seeks Stakeholder Input on Adult Medicaid Benefit

The state Medicaid program recently began gathering stakeholder input on how the new adult dental benefit should be organized and what services the dental benefit should include. The new adult Medicaid dental benefit is expected to be available starting July 2014. Initial stakeholder meetings were held on Aug. 9 and Aug. 23. Topics discussed included coverage for diagnostic, preventive and restorative dental services. Four additional stakeholder meetings on various topics, including endodontic, oral surgery, prosthodontic, pediatric and orthodontic coverage, will be held this fall. Interested dentists are encouraged to participate in the stakeholder meetings.
