State Board Adopts Licensure Rule, Returns Anesthesia Rule to Committee

On Wednesday, the State Board of Dental Examiners (SBDE) met to consider proposed revisions to its licensure and anesthesia rules.

The Board adopted proposed changes to the licensure reinstatement rule with minor amendments for clarification. The revisions improve consistency across licensees and type of licensure, and give more flexibility in reinstatement of lapsed licenses than previously had been allowed. This revision applies only to dentists and dental hygienists whose licenses have lapsed.

Discussions continued on the rule proposal that would modify the anesthesia permit structure.

Reminder! Rule Hearings Scheduled for Oct 21

Wednesday, October 21 is a big day for dental regulations. There will be two notable public hearings that day.

The department of health will hold a hearing on proposed revisions to it x-ray rules at 10:00 a.m. in the CDPHE Sabin-Cleere Conference Room. The CDPHE is located at 4300 Cherry Creek Drive South, Bldg. A., Denver, CO 80246.

In addition, the SBDE will hold hearings on anesthesia and licensure rule revisions at 1:00 p.m. at 1560 Broadway, Ste. 1380, Denver, CO 80202.

Be sure to mark your calendar to attend the hearing if you have comments or concerns with any of the noted rules.

CDA Files Formal Comments on X-Ray Rule Revisions

As broadcast in a recent CDA e-Alert, the Colorado Department of Public Health and Environment (CDPHE) is considering revisions to its rules on radiation control, including changes to rules governing the use of x-ray technology in dentistry. The CDA conducted an extensive review of the rule revisions and filed formal comments to address a few concerns. Primary concerns addressed in the comment include restrictions on the use of handheld x-ray devices and records retention requirements that would potentially conflict with State Board of Dental Examiners (SBDE) rules. X-Ray Rules Revised - Portable handheld devices affected by rule, comments due by Sept. 30

The Colorado Department of Public Health and Environment (CDPHE) recently proposed revisions to its rules on radiation control, which include changes to rules governing the use of x-ray technology in dentistry.

The most noteworthy change for the dental profession is in regard to the use of portable handheld x-ray equipment, like the NOMAD x-ray system. New rules would require that handheld devices like the NOMAD be placed on a stand during use. This would severely limit the portability of the device. The CDA will file a comment objecting to this requirement and encourages dentists who use this technology to file written comments as well.

Licensure Reinstatement Rule Gains Additional Flexibility

The SBDE has proposed revisions to the reinstatement section of its licensure rule. The Board made several revisions to the licensure rules this year to improve consistency across licensees and type of licensure (initial licensure and reinstatement).

This revision would apply only to dentists and dental hygienists whose licenses have lapsed. The rule gives more flexibility in reinstatement of lapsed licenses than previously had been allowed.

New Anesthesia Rule Revision Announced – Comments due to State Board by Sept. 30

In May, the Colorado State Board of Dental Examiners (SBDE) proposed a new rule on the administration of anesthesia in an attempt to better define and clarify the permit structure. Numerous dentists and patients expressed concerns about the original rule proposal at a public hearing on July 9.

In response to these concerns, the SBDE committees responsible for the draft made a number of revisions to the proposal. The most recent rule revision, issued this month, addresses many of the comments and concerns previously conveyed by CDA members.

COMOM Volunteers – Happy with a Handshake

The first Colorado Mission of Mercy (COMOM) patient arrived in line at 4:45 p.m., the night before the clinic opened. The second patient arrived shortly thereafter at 5:30 p.m. Despite a long night ahead of them, camping out in line, they were filled with good spirits and hope. Finally, after all these years, they’d be getting the dental care they desperately needed, and the pain would stop.

While COMOM was in Brighton, Colo. this year, the news of the annual charity clinic was known around the state. Thanks to well over 750 volunteers, hundreds of patients are resting easier and smiling with confidence – something that many of them hadn’t done in years and even decades before Sept. 11 and 12, 2009.
